Chapter I General
Article I Purpose
Kuachi is one basis of Chinese Kuoshu combat techniques. It bears the Chinese culture and traditional martial arts philosophy; due to used external and internal power (Nei-Jin), hardness with softness, to achieve the fitness and self-defense goal. In order to promote it into a popular movement and safeguard one fair competition, improving international exchanges. We set the rules of Kuoshu Kuachi.
Article II Applicable
The rules apply to the member federations of International Chinese Kuoshu Federation of Kuachi competitions and all world competitions, inter-continental competitions, and international tournament must be adopted in these rules. These rules are not allowed to be modified unauthorized and the interpreting and the modification ownership shall be owned by International Chinese Kuoshu Federation’s technical committee.
Chapter II General Provisions
Article III Provisions of Contest
A. Individual Competition
To screen one ranking by individual evaluate score of won contests.
B. Group Competition
In additional to individual ranking, to assess one group ranking that add all members score of each team.
C. Competition Categories
Divided into Male’s and Female’s Categories.
D. Competition Projects
Competition divided into “Advanced Kuachi” and “Basic Kuachi” contests.
1. Content of advanced Kuachi contest: “Punching (Kua-Chiˊ)”, “Kicking (Kua-Ti)” and “Throwing (Kua-Shuai)” with both hands held.
2. Content of basic Kuachi contest: “Ramming (Kua-Chong)”, “Pressing (Kua-Ya)”, “Squeezing (Kua-Chiˇ)” with single hand held.
E. Competition System
1. The principle of this rule makes participates not be eliminated by a single match, have more opportunities to challenge. Kuachi LeiTai uses round-robin or knockout competition system.
2. Preliminaries: Compete as basic Kuachi Competition.
3. Finals: Compete as advanced Kuachi contest.
4. Preliminaries and finals shall be approved by organizing committee.
F. There are 3 rounds each contest, each round has 1 minutes and 1 minute break between.
Article IV Only those participants who have successively passed “Quan-Shu (拳術) Test” (Taolu demonstration) with a result reaching 80 points or more, or who have been granted first or higher “Duan” are eligible to take part in Kuachi LeiTai contests.
Chapter III Field and Equipment
Article V Field
A. Kuachi LaiTai contest field shall be 4 meters in square, paved with a mat of slight resilience, the center circle being 3 meters in diameter, in the center of which is a cross with a line drawn each at left and right side 0.5 meter away from the center as the readiness positions of contestants (fig.1).
B. Kuoshu Kuachi contest can also be conducted on a platform (the laitai) slightly high than the ground but not more than 1 meter.
C. The area around the platform shall also be paved with mat (H:30cm x W:200cm), leaving more than 1 meter space open from which to separate audience and other persons.
D. One field for one Kuachi Leitai contest.

Article VI Uniform and Protective Equipment
F. Uniform: The uniform worn by “basic Kuachi contest” event of contestants during contests should be those approved by the organizing committee or custom prepared kung-fu shirts (white half sleeves kung-fu shirt, black lantern-style trousers, kung-fu shoes and waist belt, as shown in fig.2-a)
G. Protective Equipment: The protective equipment worn by advanced Kuachi contest event of contestants during any contests shall be only those specified by the organizing committee. (gum-shield, boxing gloves, chest protector and jockstrap, as shown in fig.2-b)

Chapter IV: Officials and Duties
Article VII Officials Grouping:
A. Referees group:
The Referee Committee, established by the ICKF, or by the organizing committee of a member of the ICKF, which organizes the event, shall consist of:
1. One referee general, one or two deputy referee generals.
2. One chief referee and one vice chief referee.
3. One field referee and one assistant field referee.
4. One scoring judge, scoring recorder and one timekeeper.
B. Set-in-order group: One chief recorder with 2 or 3 recorders.
C. Check-in group: One chief checker with 2 or 3 checkers.
D. Assistants group:
1. One or 2 announcers.
2. Two or three medics
Article VIII Duties
Basis is on the prescription as set forth in Article 7 and 8, Chapter III.
A. Referee General:
1. To lead referees to judge by this rule and to decide methods of judging.
2. To check the competition field and all utilities of judging (weight scale, draw tools and data sheets) is Compliance.
3. According to contest procedures, rules, and spirits to address issues related to race. But referee general could not modify the contest procedures and rules.
4. Dispatching and monitoring every referee to judge.
5. Every game, athletes abstain due to change in order, shall promptly notify the referee general, set-in-order recorder and announcers.
6. Have right to make a final decision when controversial issue arise.
7. Responsible for inspecting discipline situation of referee judging.
8. To confirm and announce competition scores.
9. Submit the final competition summary to Organizing Committee.
B. Deputy Referee General
To assist referee general or do responsibilities of referee general when referee general is absent.
C. Chief Referee
1. To lead referees to do judge and dispatching jobs in own team.
2. To monitor and inspect referees, timekeepers and recorders’ duty in own team.
3. To correct judges by whistling when field judge made an inappropriate judge.
4. To correct justice when assistant field referee do a miscarriage apparently before announced with agreement of referee general.
5. To announce the contest results.
6. To record contestant scores under field conditions according to contestants advantage of winning, outside, penalties, fall on the ground and other relevant provisions of matter.
7. To confirm every contest result and sign on the score sheet.
D. Vice Chief Referee
To assist chief referee’s duty and support other referees depending on situation.
E. Field Referee
1. To do the main judge inside the contest field.
2. To double check contestants’ equipment is eligible.
3. To use commands and gestures to guide contestants to compete.
4. To judge about contestants falling down, outside, fouls and medical issue.
5. To announce each contest results
F. Assistant Field Referee
1. To record contestant scores.
2. To show a contest score in same time as field referee signals when each contest finished.
3. To sign up on score sheet and keep it for the final confirmation.
G. Score Recorder
1. To fill every contestant score exactly.
2. To attend weight-in procedure and refill contestants weight in score sheet.
3. To record and count times of contestants outsides, fouls, warning and advice.
4. To record assistant field referee’ judges and report to chief the result after determining the victory.
5. When one of contestant got outside 3 times and above to announce chief referee to stop contest.
H. Timekeeper
1. To check gong, clock and stopwatch before contest.
2. Is responsible of counting time in contest suspended and break.
3. To whistle in 5 seconds before contest set.
4. To beat a gong in contest end.
I. Chief Set-in-order Recorder
1. Is responsible of eligibility of athletes and to audit athlete entry forms.
2. Is responsible of organizing drawing-lot procedure and to schedule contests in order.
3. To prepare all data sheets needed in contest and confirm scores and contestant ranks.
4. To do registration and publication of contest scores.
5. To gather all relevant data to make compilation of a result volume.
J. Set-in-order Recorder
To do chief set-in-order recorder dispatched work.
K. Chief Checker
1. Is responsible of weight-in procedure.
2. Is responsible of preparing and administrating all petitioner protective equipments.
3. To gather contestants and do a roll call 30 minutes before contest.
4. To report referee general about issue of contestant discarding when in a roll call.
5. According to the request of rules to check contestant uniforms and protective equipments.
L. Checker
To do chief checker dispatched work.
M. Announcer
1. To give a brief of competition regulation and rules.
2. To introduce referees and athletes in field.
3. To announce contest results.
N. Medics
1. To make confirmation of contestants health examination reports.
2. To help doping control officers to check athletes are using banned substances.
3. To do spot check of medical examination of athletes before contest.
4. Is responsible of treatment for injuries during contest in progress.
5. To judge that if contestant injuries caused by foul action.
6. Is responsible of medical supervision in contest and present recommendations to referee general to stop current contest if contestants shall not continue due to injury issue.
Chapter V Competition
Article IX Categories:
A. Male: Divided into 9 weight classes, as follows:
(1) 1st class: below 55 kg
(2) 2nd class: 55.01-60 kg
(3) 3rd class: 60.01-65 kg
(4) 4th class: 65.01-70 kg
(5) 5th class: 70.01-75 kg
(6) 6th class: 75.01-80 kg
(7) 7th class: 80.01-85 kg
(8) 8th class: 85.01-90 kg
(9) 9th class: above 90.01 kg
B. Female: Divided into 9 weight classes, as follows:
(1) 1st class: below 45 km
(2) 2nd class: 45.01-50 km
(3) 3rd class: 50.01-55 km
(4) 4th class: 55.01-60 km
(5) 5th class: 60.01-65 km
(6) 6th class: 65.01-70 km
(7) 7th class: 70.01-75 km
(8) 8th class: 75.01-80 km
(9) 9th class: above 80.01 km
C. Requirement Confirmation
1. Adult contestants shall be within 18 ~ 35 years age and youths contestants shall be within 15 ~ 18 years age.
2. All athletes shall bring their <Contestant Card>.
3. All athletes must have a proof of life insurance.
4. Athletes must present county level hospital above health reports, that including EEG, ECG, blood pressure, pulse and a proof of medical examination.
D. Weight-In
1. Chief checker is responsible of weight-in duty and be completed by set-in-order recorders under supervision of arbitration committee.
2. Weight-in shall do after contestant registration completed, and contestants have to bring their own <Contestant Card> to check identity.
3. Athletes shall go weight-in in the ruled time and location. When weight-in athletes shall take off all clothes or only wear short pants. (female athletes could wear close-fitting undergarment)
4. Weight-in shall start from lightest weight class and finish within one hour. If contestant does not pass the weight-in during the ruled time limitation, this contestant shall not continue any future contest.
5. One weight-in for every contestant in one day during tournament.
E. Drawing-lot
1. Set-in-order record group is responsible of drawing-lot duty and complete with arbitration committee, ref
2. Referee general and team coaches need to be attendance.
3. Drawing-lot shall start after the first time of weight-in. it starts from the smallest weight class. If there are only one contestant in the weight class the contest shall not be processed.
Article X Contest Procedure:
A. Manners in contest
1. Contestants enter the field right after signal of beginning alerted:
2. Contest when referee introduces salute to audience in the form of the traditional Chinese courtesy (抱拳禮; Bao-Quan Li).
A. The designated contestants salute to the field referee right after the referee says “Jin Li (敬禮)”, then turn to each other and salute again.
3. Before announcement of contest result, contestants exchange their position and salute to each other right after announcement of contest result, then salute field referee, and turn backward to salute to opponent’s coach. Coaches salute also.
4. When field referees shifting, salute each other.
B. Contest Begins
1. Upon hearing the command “Yu-Bei (預備; ready)”, the designated contestants shall step forward one feet, extend their arms to let right palm face up to ready to compete. and begin to contest after taking 3 minutes of “Yun Kung Jiao Jin” (運功較勁; inner strength and sensibility) upon seeing the field referee’s hand signal of “Kai-Shi (開始; start)”.
2. Drawing-lot shall be made to decide which hand—left or right—shall be rotated to change for a 3-round bout.
A. The 1st round of basic kuachi competes as Kua-Chong, The 2nd round is Kua-Ya, The 3rd round is Kua-Chi.
B. The 1st round of advance Kuachi competes asKua-Chi, The 2nd round is Kua-Ti, the 3rd round is Kua-Shuai.
A. Competition in progress
1. As the contest progresses, no officials from either contestant’s team are allowed into the outer or inner areas, nor can any officials give their contestant technical guidance or cheer from outside the field; otherwise, the violator’s contestant shall receive a technical foul.
2. As the contest progresses, no contestant’s team leader or coach shall ask referee general or referee-in-chief to stop the contest, which otherwise will be considered as forfeiture.
3. As the contest progresses, no contestant shall ask for suspension of the contest without justification a contestant who violates this rule shall be disqualified from the contest.
4. During a time-out due to a contestant’s uniform or protective gear becoming loose or unfastened, only those coaches permitted by the field referee shall enter the field to render assistance. No unauthorized personnel shall approach the field.
5. Upon hearing the time-keeper’s signal to stop, the contestants shall cease the contest, return to their respective designated areas.
6. During this period, authorized officials, limited to two persons per contestant, are permitted to perform such services as massage or sweat wiping for their contestants.
7. When the contest has ended, both contestants shall remain on the platform/field until the results of the contest are announced.
8. The field referee shall raise the hand of the winning contestant, declaring him/her the winner of the bout.
9. Upon the announcement of the results, both the contestants shall salute to each other in the form of the traditional Chinese courtesy.
10. If a contestant fails to appear on stage for his/her scheduled bout after his/her name has been called three times in a space of 30 seconds, he/she shall be disqualified from continuing the contest, and the previous results he/she has won shall be no more counted
11. If contestants could not continue because of illness, injure or weight does not match his class, he/she will be disqualified and no longer participate competition future. But his/her rank still valid.
12. When contest in progress and realize contestants have great disparity of strength between each, the coach could decide to discard in order to protect his/her contestant. Contestant could decide to discard by himself/herself also.
13. Contestants who do not come weight-in in ruled time, do not come contest after 3 times calling off names or leave without permission after call off name to delay contest, will be disqualified
14. If a contestant discards without any appropriate reason, general assembly shall cancel all ranks of this contestant in competition.
B. Rules about contest in progress
1. Field referee shall concentrate on contest and not to talk to anybody. Field referee shall not leave his position without referee general permission.
2. Contestants must respect and obey referee’s justice and competition rules. It is not allowed to have loud, verbal abuse, rejection protective gear such as the behavior of any dissatisfaction in contest field.
3. Team coaches and medics shall sit on specialized seat, it is permitted to perform such services as massage or do tactics guide for their contestants.
4. Athletes are banned to use any stimulants. It is not allowed to support oxygen to contestant during round breaks.
Article XI Scoring Criteria
A. Contents of Competition
Kuachi competition is categorized as “Basic Kuachi”, “Advance Kuachi”.
1. Content of advanced Kuachi contest: “Punching (Kua-Jiˊ)”, “Kicking (Kua-Ti)” and “Throwing (Kua-Shuai)” with both hands held.
2. Content of basic Kuachi contest: “Ramming (Kua-Chong)”, “Pressing (Kua-Ya)”, “Squeezing (Kua-Jiˇ)” with single hand held.
二、 Stipulation on scoring
1. Advance Kuachi Scoring Criteria:
A. Scoring position: torso, thighs.
B. During the contest of Zong-Kung-Jin-Pu (縱弓進步; moving longitudinally in bow stance) with Kua-Jiˊ, (掛擊) a contestant who, using slide steps to attack or to retreat, hits his opponent in effective area, will win one point, and hits him down to the floor, will win two points.
C. During the contest of Zhuang-Ma-Kua-Chi (樁馬掛技; Kuachi in horse stance) with kua-Ti (掛踢; kicking), a contestant who uses kicking to kick the opponent in an effective area will win one point, and kick him down to the floor, will win two points.
D. During the contest of Zong-Kung-Jin-Pu with Kua-Shuai (掛摔), a contestant who uses Qin-Na (擒拿) and Shuai-Fa (摔法) to make his opponent get out of the position or hit him down to the floor, will win two points. However, restricting Huo-Pu (活步; A dynamic footwork) within the position, he is not allowed to hold his opponent’s torso.
E. A contestant who is knocked out of the position or off the platform and is unable to continue the contest within 10 seconds shall be ruled the loser of the bout.
F. If both side contestants show no will to fight and move around without engaging each other apparently (over 10 seconds), both side lose the contest.
G. If there is apparently great disparity between contestants strength (like contestant keep getting outside of board 3 times more in one round, exhaust off vital and not to continue contest, or keep to dodge engaging over 10 seconds). The field referee shall judge him/her as technique failure.
2. Basic Kuachi Leitai Scoring Criteria:
A. During “Yun Kung Jiao Jin (運功較勁; inner strength and sensibility) step contestant draws his hand back or force to leave another until 3 seconds and more, his/her opponent wins one point.
B. One contestant who lose his/her balance to move during the step of Zhuang Ma Kua Chi (樁馬掛技; Kuachi in horse stance) of “Kua-Zhen” contest, his/her opponent wins one point.
C. To use Mo (磨; grinding), Ya (壓; pressing), Tui (推; pushing), Zhen (震; to shake) techniques to force opponent to leave, this contestant wins two point. If his/her opponent falls on the ground or one hand/knee touched the ground will be considered knockout.
D. During the contest of Heng Kung Jin Pu Kua Chi (橫弓進步; moving in transversely bow stance) Kuachi with Mo-Ya (磨壓; grinding and pressing), a contestant who uses slide step to conduct “Jing Ya” (進壓; pressing forth) but limited to only one step (no astride step is used) to make his/her opponent unable to rise against the press will be ruled as the winner of the round. If a contestant falls down or is forced to get off the position, the other side shall be awarded two points.
E. During the contest of Zong-Kung-Jin-Pu (縱弓進步) with Kua-Jiˇ, a contestant who uses slide step but limited to only one step (no astride step is used) to press forward or to retreat back, thus, making his opponent displaced, will win two points.
F. To use Mo-Ya (磨壓) and Kua-Zhen (掛震) techniques to punch opponent to get outside, he/she wins three points. If two contestants both get off position will reward no points.
G. Contestants punch each other with no techniques or cuddle to fall down both will be considered as no points.
H. On both contestants fall down issue, whether someone is fall above another contestant or under will all be considered as no points.
3. Deduction of Points for Fouls:
A. Banned position: hint part of brain, neck, crotch
B. Banned attack method:
a. To use head, elbows, knees and joint break actions to fight.
b. A throwing method to make opponent to fall down with head down first or offense to press on opponent body when falling.
c. Use any method to attack opponent head when he is falling down either he/she falls passively or actively.
C. To use another non-fighting hand to push opponent elbow in basic Kuachi (but in Kua-Jiˇ).
D. To touch opponent torso when compete in basic kuachi: Kua-Chong, Kua-Ya, Kua-Jiˇ.
E. In Advance Kuachi: Kua-Jiˊ to attack opponent body exclude chest and shoulder parts.
F. To kick apart from opponent chest, back, abdomen and hip area and move steps more than one step in advance Kuachi: Kua-Ti.
G. Using cuddle action to let opponent to fall down instead using throwing or Qin-Na techniques to throw opponent down in Advance Kuachi: “Kua-Shuai”.
H. To attack opponent’s head or genital will consider as a foul.
I. Continuing to strike an opponent who has been struck to the ground, while field referee is counting the seconds shall be deemed as intentionally trying to injure the opponent.
J. Penalties:
a. A contestant who commits any one of the above said fouls shall be penalized 3 points for the first offense.
b. A contestant will be disqualified from continuing the contest for a second offense
c. a contestant whose violation is deemed to be a great offense shall be disqualified immediately from continuing the contest.
d. Furthermore, should a contestant intentionally injure an opponent, the offender shall be legally liable for any injuries caused by his/her actions.
4. Technique Fouls:
A. Disobeying the referee’s rulings. (This applies to contestants, members of the teams, and those who protest irrationally)
B. Hitting the opponent before the field referee gives the signal to start.
C. Actions that hinder the progress of the contest.
D. Yelling outside the field by officials of a team in such a way as to affect the order of the contest.
E. Penalties:
a. A contestant or a member of a team who commits any of the previous defined fouls shall be penalized one point for the first offense
b. A contestant shall be penalized 3 points for a second offense.
c. A contestant shall be declared the loser of the round for a third offense
d. A contestant whose violation is deemed to be a grave offense shall result in disqualification and be ordered to leave the field immediately.
Article XII Time Limits and Rules for Rounds and Bouts
Kuachi Laitai Contest:
Each bout shall consist of 3 rounds. Each round shall last 1 minute, with 1 minute period between rounds.
Chapter VI Rules Governing Suspension of Contest Due to Contestant’s Injury
Article XIII Injury and Suspension
A. When a contestant suffers from injuries or other causes, the field referee shall announce suspension of the contest, during which time no personnel shall be allowed to talk with the contestants or enter the field, except those permitted by the field referee.
B. The field referee shall be the only person to call for the suspension of the contest if an injury occurs. A contestant who lies down for 5 minutes shall be subject to a doctor’s examination to determine if he/she is able to go with the contest; if found unable to continue, he/she shall be disqualified.
Chapter VII Procedures for Scoring and Determining Winner/Loser
Article XIV Judging and Scoring
A. Competition results administrated by the chief referee, each contest shall be officiated by a field referee and a number of judges.
B. The points won and lost by each contestant in each round shall be published and registered for record.
C. At the end of each round the field referee shall declare the round’s winner and loser with a hand signal.
D. The winner is that win more scores accumulated over 3 rounds of one contest.
E. If both sides get the same score(s), there will take one more playoff.
F. If contest still on tie until end of a playoff, referees could determine the more positive contestant on fighting win this contest (no more playoff game). The announcer shall also make it known to the audience through public address system, including the winner’s name, weight class and team.
Chapter VIII Procedures for Protest
Article XIV Arbitration committee and duty
The procedures for protest as set out in Article 15, Chapter VII, Kuoshu Rules are applicable to Kua-Chi of Chinese Kuoshu.
A. Consist of an arbitration committee
It consists of one chairman, one vice chairman and 3 to 5 members.
B. The duty of arbitration committee
1. An arbitration committee shall work under the leadership of organizing committee and major response for that participating team coaches have opinions about the referee staff of violation of competition rules and the complaint of different view of the rules.
2. Accepting protest of teams that have objections to the complaint on competition rules, referees, judgments have, but the only complaint of judgments about their own team.
3. Protests shall be processed immediately after accepting it and shall not delay succeeding contests or any competition procedures.
4. According to the complaint submitted materials, to review videos to conduct investigations and hold a discussion of the Arbitration Commission if it is necessary. All relevant staff shall attend the meeting but no vote right. A vote shall be only valid when arbitration committee attendance is more than half. The arbitration commission chairman has the right to arbitration when vote result is equal.
5. A member of arbitration committee shall not attend to a discussion which relates to him/her or his/her organization.
6. On protest material issues raised, after scrupulous review, confirmed the original verdict is correct, then upheld; if confirmed the original verdict of manifest error, the arbitration commission could request Chinese Kuoshu/Wushu Federation to deal with relevant provisions of the issued referee about the wrongful convictions in accordance. Arbitration Commission's decision shall be the final verdict.
C. Procedure and requirement of Protest
1. Teams who have complaint of referee judgments have to raise a complaint by team leader or coaches offer a paper work and a payment of complaint of NTD 5,000 to arbitration committee chairman within 15 minutes after issued contestant finish his/her contest. If this complaint is correct in final, arbitration committee will pay back this payment, or it will be reward to referees who perform excellently.
2. Teams must be obedience to an arbitration committee final verdict. If teams still raise unreasonable complaints continue, general assembly could suggest competition supervisory committee to give serious disposition based on circumstance.
Chapter IX Competition Supervision
Article XV Competition supervisory committee and its duty
A. Consist of a competition supervisory committee
It consists of one chairman, one vice chairman and 3 to 5 members.
B. The duty of a competition supervisory committee
1. Supervisory committee is to correct arbitration committee that could not perform duties well and complaints of referee unfair judgments and officers that do violation of < Arbitration Commission Ordinance>. They could criticize, educate, and even stop duty to replace as a punishment.
2. Supervisory committee shall to correct referees who do not properly perform their duties and judges seriously, and referees who clearly do violation of regulations, rules and obviously miscarriage of justice; accepting bribes from teams, in improper meaning to favor athletes. Supervisory committee has right to criticize, educate, and stop duties and even suggested downgraded or withdrawn its action level depending on the seriousness of the circumstances.
3. Supervisory committee supervises every participating team leader, coaches and contestants. For actors who do violation of <competition division provision>, <athlete code>, competition regulation, rules and field discipline, referee bribery, athletes and related officers engage in fixing match, Supervisory committee has right to criticize, educate, and stop duties and even suggested downgraded or withdrawn its action level depending on the seriousness of the circumstances.
4. Supervisory committee shall listen to various recommendations and opinions from each team leader, coach and contestant to prove competition to compete fairly, accurately and smoothly.
5. Members of supervisory committee shall not directly involve in arbitration committee, referees working. Supervisory committee shall not intervene to arbitration committee and referee officers to perform their duties and not involve in dispute verdict, not change referee and arbitration committee justices.
