Chapter 1 Purpose
Article One: About
To carry forward traditional Chinese martial arts Shuai-Jiao for purpose by promoting competitions, to improve the technique standard of Shuai-Jiao and push this sport into an international campaign.
Chapter 2 General
Article Two: Contest categories and contest system
- Contest is divided into three categories of individual, group and group representative contest.
- Individual: Ranking by the score which the one won in his weight class.
- Group – Accumulated results: To sum up all points based on the place of every athlete in each group, and to rank group place by.
- Group Representative: Each group assigns a fixed number for representatives to participate this contest. To rank the place by scores.
- The contest may take in single-cycle system, double-cycle, single-elimination system, double-elimination system or a mixed system.
Article Three: Age and weight class
- Age class:
- Junior: Must be between 12 and 15 years of age.
- Senior: Must be between 15 and 18 years of age.
- Adult: At least 18 years of age.
- All Classes above are divided into male and female group.

Note: The word “Under” means it includes the number, and “above” means it excludes the number.
Article Four: Weigh-In Rule
- Athletes have to show his official identified card with his/her personal photo to prove status, then permit to go for weigh-in.
- Athletes have to take off his/her stuff on body.
- If any athletes are over weigh than what he participate to in registration form, will be determined as invalid, cancel his/her qualification. The one who does not come for weigh-in will be counted as discarded. Athletes could register to one higher weight class. (have to note down in your registration form)
- Athletes health status have to be evaluated they are not suite to competition in weigh-in time.
- Attempts of weigh-in should happen in 120 minutes before competition start, and real one should happen in 90 minutes before and until 60 minutes before competition start. Every athlete has only one attempt.
Article Five: Competition Arena
- The Competition arena divided into competition zone and protected zone. Ground lays mats with moderate tenacity. The high degree should not less than 2.5m. Light in arena never harsh to the eyes.
- The competition is a square with 10m border. It is surrounded by protected zone which width should not be less than 2m. These two zone have to use different color (Competition zone is green and protected zone is red in usual).
- The location where fighters standby is within competition zone. To mark where take 1m distance from center with red and blue color, 50cm in length tap.
Article Six: Uniforms
- Fighters are wearing certificated uniform – Shuai-Jiao Jacket, pants and shoes.
- The Jacket is white, pants are black and trousers have elastic bands. There should be not any zipper.
- Boots should be made by soft material. No metal buckles and zippers, and no rigid protruding attachments.
- The belt will offer by officers of organizer. There are two color (red and blue) represent to each faction.
- Athletes can not wear accessories on body like necklaces, jewelries rigid hair pins, classes (except contact lens) and any kind of guards. Oils should not be applied to exposed skin also.
Chapter 3 Ruling Committee Members, Referees and Officers.
Article Seven: Composition of ruling committee members and referees.
- Ruling committee members and referees must have licenses.
- Set up one chief justice who elected by all members of referee. Set up 1 to 2 ruling committee members in each arena.
- Set up one chief referee. One vice chief referee and couple groups of referees for each arena. Every referee group will composited with 1 mat-chairman, one court and one side referee.
- Set up one leader for competition team. One member of competition team, a register officer, a scorekeeper, a rapporteur, timekeeper and reporter are needed for each arena.
Article Eight: Chief justice and Ruling Committee Members Duty
- The chief justice’s duty is to convene meetings and the assignment of ruling committee members.
- To explain the rules and regulations and to explain what did not mention expressly on the rules with the spirit of rule.
- To solute appeals in games
Article Nine: Chief Referee Duty
- Integration of all referee affairs. Presided over referee meetings and allocation of jobs to competition officers.
- Dispatching, monitoring, assessment and to correct all referees and officers duties. To check whether there is a deviation and make appreciate scheduling or replacement.
- Confirmation of all race results.
Article Ten: Vice Chief Referee Duty
- Assistance of chief referee to integrate all referee affairs.
- The authorized agent of chief referee’s duty.
- Monitoring weigh-in process and confirm athletes are all qualified.
Article Eleven: Mat-Chairman Duty
- To check all competition equipments and arena.
- According to the competition situation to determine score, fouls and game results. If there are different opinions from other referees at the same time, he can convene meeting.
- To identify the victory of athletes, discard, disqualified and punishment as well as of coaches and officers.
Article Twelve: Court Duty
- To handle a game.
- To declare the result of a game.
Article Thirteen: Side Referee Duty
- To Support court to execute his/her duty, and notice the correction of time record.
- To express his opinion to every charge.
- Anytime a foul takes place, the side referee has to remind the court.
Article Fourteen: Competition team Leaders and Members Duty
- The leader presides full team’s duty.
- To maintain the accuracy of scales and measure/record athlete’s body weight correctly.
- Scheduling all contests orders and record race results. To report it after a confirmation of chief referee.
Article Fifteen: Register Officer Duty
- Roll-Call of athletes and check all their status.
- To check weight of athletes, length of fingernails and skin is clear.
- To check athletes wearing right uniform and belt colors, group logo.
- Command athletes to approach and exit.
- To convey referee instructions.
Article Sixteen: Scorekeeper Duty
To operate the scoreboard as judgments made.
Article Seventeen: Rapporteur Duty
- To record and measure the game results.
- To record athlete fouls and punishments.
- Keeping game records and information, and sent back them to competition team in daily.
Article Eighteen: Reporter Duty
- To notice the reporter to declare the start of game in 5 minutes before.
- The calculation of competition time and suspend when game in rest.
- The issue of the game set signal.
Article Nineteen: Reporter Duty
- To report the process of game situation.
- To call athlete name for games.
- To report the result of games.
Article Twenty: Composition of Officer
To set up one game venue manager, one competition secretary and several of medical staff.
Article Twenty One: Game Venue Manager Duty
- Responsibility for tournament deployment and equipments
- To keep the safeguard and order of whole game venue.
- Miscellaneous jobs on competition.
Article Twenty Two: Competition Secretary Duty
- To assist the management of a competition.
- To execute what the chief referee temporary dispatch.
Article Twenty Three: Medical Staff Duty:
- To examine athletes physical and mental status.
- To cure injured athletes.
- To make decision of injured athlete if they can back to race.
Chapter 4 Competition
Article Twenty Four: Start of competition
- The competition should be held in the competition zone.
- After athletes hear their name called, they should enter the competition arena right away according to the instructions given by the referee and arrive at the position to begin the competition. They should first salute the referee and then salute each other.
- The competition begins and timing starts according to the hand gesture and verbal cues given by the referee.
Article Twenty Five: Competition countdown
- Each competition consists of two rounds and each round is set for two net minutes with a halftime of 30 seconds between the rounds.
- Once one mat-man is declared the loser in accordance with the rules during the competition, the competition is over.
- Once competition time is up and both mat-men have the same score or have no score and do not have any records, the competition will go into overtime. The mat-men will have a 30-second break and there is no time limit for the overtime.
Article Twenty Six: Timeout
- If athletes are changing their clothes, injured, out of bounds, have violated rules, need to tidy up their clothes, or have fallen to the mat and hence suspension of the competition is necessary, the referee shall declare a timeout. Timeouts are not included in the countdown of the competition.
- Athletes shall not request a timeout without a reason.
- Length of the timeout is decided by the referee. Each timeout shall not last over two minutes. Once the timeout ends and the competition still cannot be continued, the competition is declared to have completed accordingly.
- When the outfit of the athlete is disqualified or is damaged during the competition, the competition should be suspended to enable him/her to change the outfit.
- Under any circumstance, only the referee, mat chairman and chief referee are authorized to suspend a competition.
Article Twenty Seven: Valid and invalid attacks
- When a mat-man uses tactics within the competition zone to take his opponent down to the competition zone or protected zone, the attack is ruled as valid.
- After the opponent is taken down to the mat in the competition zone and the attacker steps in or falls to the protected zone, the attack is ruled as valid.
- When the opponent falls to the ground and the attacker steps in the protected zone at the same time, the attack is ruled as valid.
- When a mat-man pushes or holds his opponent out of the competition zone on purpose, the attack is ruled as invalid.
- If the opponent falls to the mat and the time-up signal occurs at the same time, the attack is ruled as valid. Any movement after the time-up signal occurs or the referee calls timeout is invalid.
- If the attacker steps into the protected zone before the opponent falls to the mat, the attack is ruled as invalid.
- If infractions happen while the opponent is taken down, the attack is ruled as invalid.
- If one of the mat men sets a foot in the protected zone before any movement occurs, it is considered out of bounds and all movements are invalidated. The referee should call timeout right away to let the mat men get to a neutral position before the competition continues.
Article Twenty Eight: End of competition
- When the time is up or the mat men have scored with a difference of 9 points, the competition ends.
- When an athlete violates rules, is hurt or gives up his right to continue with competition and is declared the loser, the competition ends.
- After the competition ends, the referee should instruct athletes to get to a neutral position and declare the winner in accordance with determination by the mat chairman. After that, athletes are instructed to take a bow and leave the arena.
Chapter 5 Determining the Winner
Article Twenty Nine: Scoring criteria
- When a mat man applies wrestling techniques to keep both legs of his opponent above the mat, swing his opponent and let his opponent’s body (shoulders, back, chest, abdomen, hip, thighs) or head fall to the mat while he himself continues to maintain a standing position, he gets three points. If the fallen athlete does not let go of his hands after a fall and pulls down the standing athlete instead, the winner can still win three points.
- When a mat man applies wrestling techniques and gets his opponent to one of the following situations, he can get two points.
- The mat man is standing while getting both of his opponent’s legs above the mat at the same time with a swinging process and letting his body or head fall to the mat but then falls to the mat right after holding himself up against the opponent or “a third point.”
- The mat man pins the opponent with the latter’s body or head to the mat without a swinging process while at the same time remaining a standing position.
- The mat man throws his opponent to the mat with the single-knee-down technique without supporting himself against the mat or laying the upper part of his body on top of the opponent.
- In the movement applying process, if the head, both knees or one hand and one knee of the mat man fall to the mat first, he loses and the opponent is awarded two points regardless whether he has pinned the opponent to the ground or not.
- If the opponent’s coach is sent off, the opponent gets two points.
- If a mat man gets his opponent to one of the following situations, he gets one point.
- The opponent slips or the mat man throws his opponent to the mat with the opponent’s hand or elbow or knee landing first (a fall besides body and head) while he himself remains a standing position.
- The opponent falls to the mat and the mat man follows or they fall down at the same time but the mat man does not fall to the mat. Instead, he falls on top of the opponent.
- In a continuous movement, the mat man first gets both of the opponent’s legs above the mat with one of his hands or one of his knees falling to the mat and then thrown the opponent to the mat. In this case, the opponent gets one point.
- The mat man uses wrestling techniques to let any part of the opponent’s body contact the protected zone.
- The opponent or the opponent’s coach receives a warning.
- When any of the athletes has one of the following situations, none will get a score:
- He/she uses the single-knee-down technique to pin the opponent to the mat and then loses balance himself/herself and falls to the mat or on top of the opponent.
- He/she wrestles the opponent and falls with the opponent to the mat at the same time. It cannot be determined who falls first and who gains the upper position.
- Both parties go out of bounds at the same time.
Article Thirty: Determination over the Winner and the Loser
- The one with the most accumulated points wins.
- The one in the upper hand wins: When the difference in the total scores of the mat men reaches 9 points, the competition ends and the one with more points wins.
- When one of the mat men cannot continue with the competition for some reason and is declared the loser, the other mat man wins.
- When one mat man is penalized and disqualified for the competition while the competition is in process, the other mat man is declared the winner.
- When both of the mat men have the same score, the determination priority is as follows:
- First priority: The one with more three points wins.
- Second priority: The one with more two points wins.
- Third priority: The one with more technical points wins.
- If both mat men have identical competition records or have not scored at all and do not have any records, a tiebreaker is mandated and the one that scores first wins.
Article Thirty One: Abstention
- Any one having not participated in weight rating, with excessive weight or insufficient weight is considered giving up his/her right to take part in the competition.
- Athletes who have not signed on after two consecutive roll-calls with a time interval of one minute are considered giving up their rights to take part in the competition.
- When an athlete spontaneously gives up his/her right to take part in the competition or the leader or coach of the team requests termination of the competition by the referee or mat chairman during a competition, it is considered as an abstention.
- When an athlete abstains from participating in the competition, his/her opponent is declared the winner. The athlete shall not continue with remainder of the tournament. All scores of the abstaining athlete are voided and his/her rating is canceled. The next athlete on the rating list fills his vacancy accordingly.
Article Thirty Two: Injury
- When an athlete is injured and is determined by the paramedics for the competition as unsuitable to continue with the competition or the injury time-out exceeds the established time limits and the athlete still cannot continue with the competition or the athlete requests termination of the competition spontaneously as a result of an injury, the opponent should be declared the winner of the round and the injured athlete shall not take part in the remainder of the tournament.
- If the injured athlete has completed less than half of the rounds in the tournament, all of his/her scores should be voided and he/she shall not be included in the rating and all scores of his/her opponents in the tournament are written off. If the completed rounds have reached or exceeded half of the tournament, the scores will continue to take effect and the athlete should get the rating he/she deserves.
Chapter 6 Infraction and Penalty
Article Thirty Three: Personal offense
- Intentionally hurting the opponent with an anti-joint action or a capture.
- Hitting the opponent with the elbow, knee or head.
- Pounding, chopping, and cutting his opponent with the edge of the palm or a fist or attack in between the opponent’s legs, the opponent’s abdomen and stomach with a fist.
- Grasping the opponent by the hair, ear, nose, throat, sexual organ, nipple or underwear.
- Pressing against the opponent’s face between the eyebrows and the mouth.
- Holding the opponent’s head or neck with both hands tightly.
- Tangling fingers with the opponent’s or bending, twisting, or counter-bending the opponent’s fingers.
- Kicking the opponent with the toes, hitting the opponent with the heel, or stomping the opponent with the feet.
- Kicking laterally or plucking the area above the middle Article on the front side of the opponent’s calf with the edge of the foot.
- Hitting in between the opponent’s legs when doing the leg inserting action (blade, hook, pick, hang, hold, hit, among other leg tactics).
- Intentionally pressing against the opponent after the opponent falls to the mat or hitting and stomping the opponent with hands and feet.
- Holding the opponent up or carrying the opponent at a height above the shoulder and banging the opponent vertically head-down when the opponent loses self-control to harm the opponent intentionally.
Article Thirty Four: Technical infraction
- Not letting go immediately or continuing to exercise movements after being thrown to the mat by the opponent.
- Stopping the competition unilaterally while the competition is in process or requesting a time-out in an unfavorable situation.
- The outfit does not meet the requirement, is not labeled clearly, or is labeled with a mistake. The wrestling band is not tied well or the outfit is wrong on purpose.
- Using inappropriate postures, despicable behaviors or curses to scold and humiliate the opponent.
- The coach or team staff interferes with the competition or accuses the referee during the competition.
- Holding the opponent’s wrestling pants tightly without letting go during the competition.
- Attacking before the referee says “Kai-Shi (開始; Go) or continuing to attack after the referee says “Ting (停; Stop)”.
- Speaking with the opponent during the competition.
Article Thirty Five: Passiveness
- Not holding spontaneously, escaping many times after being held by the opponent, or intending to continue shunning for 15 seconds and not proactively holding or attacking after an escape during the competition.
- Catching an advantageous hold but not spontaneously attacking for 15 seconds during the competition.
- Holding the opponent with both hands but not using tactics with the intention to delay the competition time for 15 seconds during the competition.
- Pressing the head against the opponent with the intention to delay the competition time for 15 seconds during the competition.
- Using false movements during the competition without a true intention to attack for 15 seconds.
- Entering the protected zone spontaneously during the competition.
- Not rising immediately after a fall with the intention to delay the competition and it lasts at least five seconds.
- Pretending to be hurt after a mild unintentional infraction by the opponent and not proactive in the competition after a doctor’s diagnosis.
Article Thirty Six: Penalty
- When the coach or any team staff has situations established in Items 4 and 5 of Article 34, a warning will be given upon the first incidence. If it happens again, he/she will be escorted out of the arena.
- If athletes have one of the situations in Article 33: Personal Offense, a warning, cancellation of qualification to the round or to the whole tournament will be determined based on the severity of the situation.
- When athletes have one of the situations in Article 34: Technical Infraction, a warning will be given.
- If athletes have one of the situations in Article 35: Passiveness, a warning will be given.
- If one of the mat men violates the rules while applying a movement and the violator gains the upper hand, the competition should be suspended immediately. If the violator is in an unfavorable situation, the competition shall not be suspended until the movement is complete. Then, the infraction will be handled in accordance with the competition rules.
- If one of the mat men violates the rules while applying a movement and it results that the violator pins the opponent to the mat, it should be ruled as invalid and no points shall be given. If it results that the violator is pinned by the opponent to the mat, points should be given to the opponent and the infraction will then be handled in accordance with the competition rules.
- If athletes of two teams are engaged in a non-competitive game with plans to eliminate other athletes or teams from the rating, one or both of the teams should be disqualified for the round or the whole tournament.
- If an athlete receives three warnings during the competition, the athlete is disqualified from the round of the competition and technical points should be cancelled. The opponent is declared the winner and the technical points of the winner remain.
Article Thirty Seven: Suspension
When an athlete or coach has one of the following situations, the Chief Justice should hold a joint meeting which ruling committee members and referees should attend. With attendance by more than two-thirds of the members and referees and passage by more than half of the attendees, a suspension for more than half a year and less than two years is determined based on the severity of the situation. All points and the rating of the suspended athlete in the competition should be written off and vacancy is filled up by the next athlete on the rating list. The competition does not need to start over again.
- Intentionally violating the rules with severely ruthless movements.
- Participating in weight rating or in the competition in other’s name or authorizing others to take part in weight rating or in the competition on his/her behalf.
- Threatening, blackmailing or insulting the referee, other athletes or team staff.
Chapter 7 Additional Provisions
Article Thirty Eight: Behavioral regulations for team staff
- While the competition is in process, a site coach from each team should be sitting in the designated seat and shall only give tactic guidance or help his/her mat man relax during the halftime.
- While the competition is in process, the team staff shall not give guidance on the side, interfere with the competition without a legitimate reason or compromise the work of the referee.
- When the competition is suspended because an athlete is injured and paramedics need to enter the arena for treatment, as long as it is allowed by the referee, the team coach or team staff, a maximum of two people, shall enter the arena to observe the treatment.
Article Thirty Nine: Filing a Complaint
- If any one has any doubt about the personal information or qualification of any athlete, he/she should bring forth correction or file a complaint during the pre-competition leader meeting.
- If any one has any doubt about the competition procedure or competition results, the leader of the team should file a written, signed, and sealed complaint with the Chief Justice and pay the guarantee bond within 15 minutes after the round of the competition ends.
- After receiving the written complaint, the Chief Justice should hold the ruling committee meeting right away, come up with a verdict within 15 minutes, and suspend related competitions if necessary. Verdict of the ruling committee meeting is final and the petitioner shall not file another complaint for the same incidence.
- If the verdict of the ruling committee meeting supports the original result and it is determined that such complaint is not based on legitimate reasons, the guarantee bond shall be confiscated. If the verdict overrules the original result or it is determined that the complaint is based on legitimate reasons even if the original result is supported, the guarantee bond should be refunded.
Article Forty: Amendment and Interpretation
The Chinese Martial Art Shuai-Jiao Association is in charge of the amendment and interpretation of the rules herein.
